Mendocino County Operational Area Plans
The Mendocino County Office of Emergency Services (OES) is responsible for coordinating the emergency planning process and maintaining the county’s emergency plans. With the exception of the Multi-Jurisdictional Hazard Mitigation Plan, Mendocino County OES is responsible for the emergency planning process for the unincorporated county jurisdictions- Cities and Special Districts are responsible for maintaining the emergency plans for their respective jurisdictions. Mendocino County OES works very closely with Cities and Special Districts as they write and maintain their plans to ensure a coordinated planning process throughout the Mendocino County Operational Area.
Mendocino County Operational Area Emergency Operations Plan (Basic Plan)
Mendocino County Emergency Operations Plan
The Emergency Operations Plan (EOP) serves as the primary guide for coordinating and responding to all emergencies and disasters within the county. It complies with local ordinances, state law, and state and federal emergency planning guidance including the Standardized Emergency Management System (SEMS), National Incident Management System (NIMS) and the Incident Command System (ICS). The Mendocino County/Operational Area Emergency Operations Plan (EOP) addresses response to and short-term recovery from disasters and emergency situations affecting the Mendocino County Operational Area.
In disaster situations, emergency management and homeland security operations start at the local level and expand to include regional, state, Federal and private/non-profit sector assets as the affected jurisdictions requires additional resources and capabilities. The purpose of this plan is to facilitate multi-agency and multi-jurisdictional coordination during emergency operations, particularly between Mendocino County, local and tribal governments, special districts as well as state and Federal agencies.
The current Mendocino County Operational Area Emergency plan was approved by the Mendocino County Board of Supervisors on August 28, 2025 (Resolution number 25-144).

Mendocino County Community Wildfire Protection Plan (CWPP)
Main Chapters – Community Wildfire Protection Plan (CWPP)
Appendices – Community Wildfire Protection Plan (CWPP)
This CWPP was developed through a collaborative effort by a core team comprised of federal, state, and local agencies, organizations, tribal representatives, and residents. It offers a comprehensive hazard assessment, project recommendations, and background information on the community’s wildland fire environment, including relevant land management plans and agencies.
The primary objective of this CWPP is to enhance local communities’ wildfire mitigation capacity by facilitating collaboration with government agencies. This collaboration aims to identify high-risk areas and prioritize efforts in mitigation, fire suppression, and emergency preparedness. Additionally, the CWPP seeks to increase public awareness regarding both natural and human-caused wildland fire risks to lives, safety, and the local economy.
The Mendocino County CWPP was updated in May 2025.
